Can we say for sure they have decided to do this based off of population?  The leak had mentioned they considered it, but to avoid confusion they are just doing it by rank...?     1st and 24th, 2nd and 23rd and so on...   Population and having it automated off of that would stabilize the servers, where if they just group us by rank, that will not solve this flood to T1 or T2...
